Public managers can use citizen engagement to gather perspectives on the development of IT and e-government projects, likely leading to higher usage and increased effectiveness. Mobile applications present a new technology that can be enhanced in such a way. In this discussion, Sean Mossey, MPA grad and PhD candidate in Public Policy, will outline the advantages of mobile applications and how deliberation can be used to generate public value in their development for the purposes of public services.
